Dallas Weed and Seed Program

Explanation of Request: A Weed & Seed program would complement and bolster the Dallas Police Department's Violent Crime Reduction Plan, providing a holistic approach to addressing crime and community revitalization. The program will enhance the Department's efforts to improve the relationships and accountability between our officers and the Dallas residents we serve.

SANE Program

Proposed Recipient: Texas Health Resources

Amount of Request: $269,186

Explanation of Request: The proposed expansion of Texas Health Resources' Sexual Assault Nurse Examiner (SANE) program is a vital investment in public safety, healthcare, and justice for survivors of violent crimes. By transforming its existing program into a comprehensive Forensic Nursing Program, Texas Health Resources will improve healthcare responses for victims of sexual assault, domestic violence, and human trafficking across North Texas. Sexual violence is a pervasive issue in Texas, with over 18,000 sexual offenses reported statewide in 2023. Studies show that forensic evidence collected by trained SANE professionals significantly increases prosecution rates, leading to a 95% increase in successful convictions. By expanding forensic nursing services at three hospitals located in TX-24, this initiative will enhance survivor care, improve legal outcomes, and strengthen collaboration between medical professionals, law enforcement, and community stakeholders. This funding will directly contribute to a more effective response to violent crimes, ensuring survivors receive timely medical attention and justice. By investing in forensic nursing, taxpayer dollars will support a program with proven results, strengthening public safety and healthcare infrastructure across North Texas.

Joint K9/ Bomb Squad Complex

Amount of Request: $5,000,000

Explanation of Request: The new Joint K9/ Bomb Squad Complex will allow the unit to flourish. The facility will allow officers adequate room for office space, training, and storage of highly specialized equipment as well as provide kennels that meet TSA regulations. The adaptive reuse of ARFF Station 4 will, moreover, increase employee engagement, while fulfilling the needs of stakeholders, and our regional partners and maintaining a high level of performance, preparedness, and expedited response time.

Autonomous Mobile Robotics & Advanced X-ray Solutions

Proposed Recipient: DFW Airport

Address of Recipient: 2400 Aviation Drive, DFW Texas 75261  

Amount of Request: $1,100,000

Explanation of Request: This request supports funding five x-rays and two robots to ensure that all activities can be performed effectively and efficiently; enable autonomous capabilities and make data-driven decisions allowing bomb squad operators to maintain a safe distance from potentially dangerous situations, enhancing the overall safety of the team, traveling public, surrounding cities and mutual aid response. Increasing the mobility of the Bomb Squad allowing for an increasingly secure scene perimeter and safe operations area for first responders, while allowing for analysis and quick diagnosis of suspicious packages and devices to protect officers and citizens when dealing with coordinated complex terroristic attacks, hostage situations, and other criminal activity. Hosting the World Cup requires meticulous planning and coordination among various agencies, including first responders. As one of the major transportation hubs in the region, DFW Airport will experience a significant increase in passenger traffic during the World Cup. This would require additional resources to manage the influx of travelers, including increased security measures.

Keller Shared Water Line

Proposed Recipient: City of Keller

Address of Recipient: 1100 Bear Creek Pkwy Keller, TX 76248 

Amount of Request: $30,000,000

Explanation of Request: The proposed Fiscal Year 2026 appropriations request will replace a water transmission line jointly owned by the cities of Keller and Southlake, Texas. The shared water transmission line is approximately 27,400 linear feet - roughly 5 miles - and is made up of 30-inch and 36-inch concrete cylinder pipes. The line to be replaced is nearly 40 years old, built when the two cities it supplied had a combined population of fewer than 7,500 people compared to the current service population of over 78,741. Due to the age of the line, the two cities have spent over $1.5 million so far to address unexpected line breaks that have occurred at an average of one per year. We estimate that replacing the line in full is between $30 and $45 million in today's dollars, depending on the alignment of the replacement.

Amount of Request: $250,000

Explanation of Request: The Royal Lane Corridor in northeast Dallas. This stretch of road has been identified as being on the High Injury Network in the City's Vision Zero Action Plan. This corridor is a primary arterial running east/west, anchored by Harry Moss Park on the western end. The corridor is primarily adjacent to single family residential neighborhoods, with some retail and commercial areas at major intersections.

Webster Street Project

Proposed Recipient: City of Colleyville

Address of Recipient: 100 Main St Colleyville, TX 76034

Amount of Request: $1,100,000

Explanation of Request: This project focuses on improving the safety of a major collector road by widening a stream crossing at the 800 Block of John McCain Road. This project will widen the road crossing at an unnamed tributary of Big Bear Creek, and improve drainage in this vicinity by removing the ditch adjacent to the roadway. Three crashes have occurred in the past five years at this segment, which results in damages to a guardrail located at this crossing.

Proposed Recipient: City of Haltom City

Address of Recipient: 4801 Haltom Rd Haltom City, TX 76117

Amount of Request: $2,100,000

Explanation of Request: The City of Haltom City requests $2,100,000 towards the approximate $2,625,000 cost (2 year old estimate) to design and reconstruct Webster Street from US 377 (Denton Hwy) to the shared city limits with the City of North Richland Hills. Haltom City has 20% of the project costs ($525,000) immediately available. This project includes the replacement of 50+ year water & sanitary sewer mains as well as installing the appropriate underground drainage facilities and the replacement of the asphalt pavement section with a concrete pavement section.

DART Project

Proposed Recipient: City of Carrollton

Address of Recipient: 1945 E Jackson Rd, Carrollton TX 75006

Amount of Request: $1,540,000

Explanation of Request: The historic Carrollton Depot is owned by DART and is near the existing Green Line Light Rail station and the soon-to-open Silver Line Commuter Rail station (see pictures in attached letter). The City of Carrollton is advancing a Downtown Master Plan update and exploring opportunities to expand transit-supportive development beyond its current downtown, connecting to the rail hub and the depot area. Requested funding will support project planning, design, and construction of utility connections to support public and private reuse options, as well as exterior and interior rehabilitation. New uses for this structure could include City/DART police space, customer concierge services, and/or private commercial uses. The City and DART want to repurpose the building as a mobility hub that enhances multi-modal mobility and creates a safe, functional space near downtown Carrollton. This project will preserve an important historic resource and transform the depot into an asset for DART's riders and the Carrollton community.

Semi-autonomous Vehicle Circulator Service

Amount of Request: $1,500,000

Explanation of Request: This request is to fund an autonomous or semi-autonomous vehicle circulator service that would connect the DART Silver Line Cypress Waters station into the Coppell Business District (and potentially beyond). Coppell's 2040 Vision includes three pillars related to this program: Pillar 5: Create Business and Innovation Nodes; Pillar 6: Implement Innovative Transportation Networks; and Pillar 7: Apply Smart City Approach to Resource Management. The requested funding would support the development and operation of the system as well as assessment and partnership development for sustainable service.

Amount of Request: $3,000,000

Explanation of Request: This project includes the reconstruction of Cresthaven Drive from a two-lane asphalt roadway to a 31 foot wide curb and gutter concrete street from SH10 to S Pipeline Road. The project scope includes the replacement of an existing 4 inch AC water line and 6 inch PVC water line located along Cresthaven Drive between West Euless Drive and South Pipeline Road.

Proposed Recipient: City of Hurst

Address of Recipient: 1505 Precinct Line Rd Hurst TX 76054

Amount of Request: $3,350,000

Explanation of Request: Reconstruction of a portion of Pipeline Rd near Interstate 820 which was recently improved and carries nearly 230,000 cars each day. Pipeline Rd serves as a regional thoroughfare connecting the cities of Hurst, North Richland Hills, Euless, and Bedford and provides relief to Interstate 820. This project will reconstruct the existing roadway and replace asphalt with a concrete driving surface matching other recent improvements which were locally funded.

Little Bear Creek and Heritage Avenue

Proposed Recipient: City of Colleyville

Address of Recipient: 4000 Block of Heritage Avenue Colleyville, TX 76034

Amount of Request: $3,000,000

Explanation of Request: This project focuses on improving the safety of a minor arterial road by replacing an aged bridge identified by TxDOT as needing repairs due to erosion and scour. This project would also add additional lengths of sidewalk, and drainage improvements at the bridge crossing of Little Bear Creek and Heritage Avenue. The limits of the project is 120 feet north of the intersection of Bardolino Blvd, with an estimated bridge crossing repairs of 220 feet.
