Washington, D.C. - This week, Congresswoman Beth Van Duyne was joined by Congressmen Dan Meuser (PA-09) and Dan Crenshaw (TX-02) in introducing the HSA Modernization Act to make health savings accounts (HSAs) more accessible to a wider range of Americans.
“After meeting with North Texas families and medical professionals, including through health-focused roundtable discussions, I’m reintroducing the HSA Modernization Act to help make healthcare more affordable and flexible,” said Rep. Van Duyne. “This pragmatic bill will cut unnecessary regulations, modernize health savings accounts, and expand HSA eligibility for disabled veterans, working seniors, and Native Americans while offering Americans more control over their care. I’m working to give North Texans access to more personalized and high-quality options for their healthcare.”

“Roughly 72 million Americans use health savings accounts, giving them flexibility in saving and investing for their needs. Unfortunately, the federal government disincentivizes HSA use through low contribution limits, vague regulations, and harsh penalties. Thankfully, Representative Beth Van Duyne is reintroducing the HSA Modernization Act,” said Grover Norquist, president of Americans for Tax Reform. “The HSA Modernization Act would allow disabled veterans to contribute to an HSA, increase the max contribution limit to the amount of deductible and out-of-pocket limitation, establish automatic HSA eligibility for bronze and catastrophic health plans on the health benefit exchange, allow both spouses to contribute catch-up contributions to the same HSA, and more. All lawmakers who support promoting consumer driven healthcare, reducing taxes for families, and encouraging lower healthcare spending should cosponsor and support this bill.”

The bill expands access to affordable, high-quality care by:

Expanding HSA eligibility to users of Bronze and Catastrophic classified health plans by allowing them to be categorized as High-Deductible Health Plans (HDHPs).

Ensuring those on plans with a lower threshold for mental health services are not disqualified from accessing health savings accounts.

Allowing the use of health savings accounts to cover health care services that occurred up to 60 days prior to establishment of the HSA.

Allowing spouses to provide “catch up” payments into the same health savings account.

Increasing contribution limits to better align with what individuals might owe in out-of-pocket expenses to provide peace of mind and ensure Americans can cover their bills in an emergency.
